Instructions
▢
Preheat oven to 350 degrees
▢
Brown meat and onion and drain
▢
Return meat and onion to pan and add sauce, water and rice. Simmer 20 minutes
▢
Shred cabbage and cook in oil until transparent
▢
Layer meat sauce, cabbage, cheese in a 13x9 dish continue to layer and top with cheese
▢
Bake in oven for 20 minutes until bubbly
